We haven't tested on the new M3 chips, but TVPaint should work on them anyway.

We are aware of this, and are trying to find out why this is happening (I can also confirm that we can reproduce this on most of our Macs at the office).

Unfortunately, you won't be able to run TVPaint on SteamOS, because ARCHLinux is not supported by both Wibu (license management) and us.
If you still have an older version of SteamOS running on Debian, then it might work.

What is your interface scaling (in the Preferences > Interface panel)?
We are aware that there is a bug with the Notes layer if the scaling is at 1.5 or 2.5. Please try with 1 or 2 and see if the issue still happens.
