windows ink or not?

On windows and in the wacom settings You can choose to use "windows ink" or not.

I did a test unselecting it but did not see any difference.
Anyone has any experience in this setting and using TVpaint?

The only difference you'll see is checking or unchecking "subpixels" option, which can create zig zags while drawing while unzoomed. The other difference is your right click that should work differently for zooming : you have to press it on the screen or not depending on the option. Should be the same otherwise
