You should definitely look into the video tutorials. But even better would be a hands-on approach: is there no other TVP user in your area whom you could ask for an afternoon of introduction?
TVP 10.0.18 and 11.0 MacPro Quadcore 3GHz 16GB OS 10.6.8 Quicktime 7.6.6
TVP 11.0 and 11.7 MacPro 12core 3GHz 32GB OS 10.11 Quicktime 10.7.3
TVP 11.7 Mac Mini M2pro 32GB OS 13.5

One of the best ways to learn is to assign yourself a small project (or several small projects) to animate and color in TVPaint.

Animate a bouncing ball on a simple background. Animate a walk cycle of a simple character . Then put a moving background behind your walk cycle using the KeyFramer .
Using the tools for a specific project is the best way to learn. Don't make the projects too complicated to start with.

The various video tutorials available are also a good place to start. Some of the source .tvpp files used in the video tutorials are available to download , here:

There is currently a list of 58 tutorials on TVPaint's YouTube channel -

If you want to see how .tvpp files are organized with multiple layers, there are examples you can download here of source files:

(scroll down to the bottom of that page to see the source files you can download)
