Shortcut "Color: Down" or "Color: Up" refer to what?

In "Configure Keyboad Shortcuts" I found "Color: Down" and "Color: Up" . For a brief period of time I managed to produce nice color changing/roaming through colors by hitting the custom keys, but all of a sudden they stopped working. What do these commands refer to? A color display mode? A certain pallette? How can I make "Color: Down" and "Color: Up" work again?
