I'm a sucker for textures, and I'm a control freak who wants correctly repeating textures. So here's my recipe for creating those:
1. Create a project 2000 x 2000 px large.
2. Set the grid to 500 x 500. (Or 1000 x 1000. Just some factor of the project size.) This means the content will repeat every 500 px. The large project size is just for comfortable visual control .
3. Draw something so it fits inside a grid cell, but doesn't touch its borders.
4. Duplicate layer, set grid to snap, move one layer horizontally (with warp).
5. Merge these two layers.
6. Repeat 4 & 5, but move vertically.
7. Create new layer, fill into the remaining spaces.
8. Repeat 4 - 6.
You now should have a perfectly repeating texture. Export as DEEP without background and put into TVP's papers folder.
Of course you can cut away any excess duplicate parts, any square of 500 x 500 px will work perfectly as well.

Reminds me of the textures used in Eclipse

a small video to better visualize and understand?

No script into TVPaint to create good patterns?

Re: Creating endless textures
maybe i'm missing your point but to create endless textures i always simply use the panning tool set to fill.
- draw something in the middle of your project without touching the edges
- pan (set to fill) from the center to any corner of the project
- draw to fill up the remaining empty cross-like shape
done

Re: Creating endless textures
Of course you could do that - but you're missing the view of repeated bits, which is important for me. I do the fast method with textures where it doesn't matter, but prefer the other one where I need to avoid that "tiled" look.
